          Experienced Futsal coaches will tell you that a roster of up to eight or nine players seems to work best.

          
The official Laws of the Game for Futsal limit rosters to 12 players. That is the maximum number that the Front Range Futsal League will allow to play in any league game or tournament.

          
The Front Range Futsal League, however, allows up to 20 players to be registered to a Futsal team, to encourage outdoor teams to register as teams for League play. The League allows registering over 12 players so teams with players in other winter/summer activities can have flexibility about which players play in any game. That team then has two options for league play - to play with a “Full Roster” of up to 20 players, or to play as two smaller Futsal teams using a “Split Roster”.

Types of Rosters
          
USFF Team Roster. This is the roster of up to 20 players that a team registers with the United States Futsal Federation. The Front Range Futsal League uses these rosters to determine which players are registered with USFF.           Competition Rosters are the rosters formed from USFF Team Rosters for League and Tournament play. These are the rosters used to verify participation on game days. You will find separate forms to use for League play ( “Full Roster Form” and “Split Roster Form”) or Tournaments ( “Tournament Roster Form”).

          FULL ROSTER: An outdoor team may enter as one Futsal team, with any of the players eligible to play in any league game, up to a maximum number of 12 players per game. The Competition Roster for this kind of team will list all of the team’s players, up to a maximum of 20.

          SPLIT ROSTER: Here, an outdoor team elects to play as two smaller Futsal teams for League play. Under normal circumstances, the Competition Roster will have at most 10 players on each half of a Split Roster team, (11 if the Goal Keeper Exception rule - see below - is utilized.) But up to 12 players can be listed on each half of a Split Roster team’s Competition Roster by use of the Club Pass Exception rule (again, see below).
          
To allow each half of a Split Roster team to have sufficient players for all games, the following rule applies for League Play (but not for tournaments). If one side of the team has 7 or fewer players, then that Futsal team can borrow players from the other side of the same outdoor team up to a maximum of 8 players who will play in the match. This rule becomes effective at the time the team’s roster falls below 8 players. For example:

If the team starts a match with 9 players but 2 leave at half time for basketball, then the team can borrow 1 player from the other half of the same outdoor team for the balance of the match provided the total number of players does not exceed 8 players.

If a team has fewer than 8 players to start a game, it can borrow extra players up to 8 total for the game from the other half of the same outdoor team to start the game. If a player on the Competition Roster of the Futsal team that is playing arrives, then a borrowed player from the other half of the same team must come out of the game if there are 8 players without that player.

In League play, Split Roster teams will be scheduled so that both squads do not play at the same time, unless they are playing each other.

Rostering to Multiple Teams - Goal Keeper Exception
          The Goal Keeper Exception rule applies to an outdoor team that a) registers as “Split Roster” Futsal teams (where the one team becomes two squads for League Play) or b) registers as 2 teams for a tournament.
          
A player who is a goal keeper may be registered as a “designated goal keeper” for one and only one of those Futsal teams; and as a “designated field player” who can not play goal under any circumstances for the other. All players need experience as field players, even goal keepers. This rule is designed to give dedicated goal keepers the opportunity to play as a field player for another Futsal team.
          
If a player rostered as a “designated goal keeper” plays on the court then the team shall forfeit that game. If a player rostered as a “designated field player” plays in goal then the team shall forfeit that game.
          
Naming a “ designated goal keeper” on one squad requires that same player to be listed as a “designated field player” on the other. However, the other squad is not required to have a “designated goal keeper“, and may use any of the other players in the goal.

Rostering to Multiple Teams - “Club Pass” Exception (League play)           When two or more outdoor teams from the same club are registered in the same division for League Play, players may be registered on the USFF Roster for more than one of those teams. For example:

Outdoor Team A has 16 players and registers as a “Split Roster” FUTSAL team. Outdoor Team B, in the same age group and from the same club, has 15 players and registers as a “Full Roster” team for Futsal. Players from team A can be used to fill the remaining places on team B’s Competition Roster. Players from team B can be used to fill the remaining places on Team A’s “Split Rosters.

          Teams, even those from the same club, may not borrow players from another USFF team (Full Roster or Split Roster) to fill game day roster spots of a Split Roster team.

Additional Players
          
New players can be registered with USFF at any time and can added to your team roster for League Play. Maximum roster size is a total of 20 players. Coaches/ Managers will need to prepare new Competition Rosters any time a player is added. There is an administrative fee of $10.00 each time a change to a roster is submitted.

Free Agent Registration
          
There may be occasions where a team wishes to use a “guest” for tournament play. If that player is not registered on a U.S. Futsal Federation team, you may register that player by completing a “ ‘Free Agent’ Player Registration”. You may then add that player to your Competition Roster for the tournament.

Tournament Rosters
          
These will be limited to a Competition Roster of no more than 12 players. All players must be registered with USFF, either on a USFF team or as a “Free Agent”. “Split Roster” rules do not apply in Tournaments, although the Goal Keeper Exception rule may be utilized. (A goal keeper may be a “designated goal keeper” on the Competition Roster of one FUTSAL team formed by dividing an outdoor team, a “designated field player” on the Competition Roster of the other team formed.) Tournament rosters are frozen one the team is checked in for the competition.

Rostering to Multiple Teams
          
Colorado youth soccer distinguishes between recreational and advanced (or “competitive”) levels, and the Front Range Futsal League will recognize that distinction.

          
Players age 19 and under play in one of four divsions; boys advanced, girls advanced, boys recreational or girls recreational. Players cannot be rostered to more than one team in any age group of these divisions, subject to the Goal Keeper Exception Rule and Club Pass Rule listed above.

  • Players who play in the advanced soccer leagues outdoors must play on a advanced level Futsal team.
  • A girl may play on a girls’ advanced Futsal team and also be rostered to a boys team in the boys’ advanced division. A boy may not play on a girls team.

          Players who play recreational soccer outdoors may be rostered to an advanced level Futsal team. However no U-10 or younger recreational player may play on an advanced level Futsal team unless also eligible to participate on an advanced level team outdoors.

          It will not be possible to make scheduling accommodations based on the use of players registered on multiple teams.

Transfers
          The only transfers allowed from one Futsal team to another within the same division during a league season, winter or summer, are those allowed on “Split Roster” teams. When teams are split for Futsal play, a coach or manager may make an error in allocating players between the two Futsal teams that needs, for whatever reason, to be corrected. A coach can transfer a player or players between two parts of an outdoor team that have split to play Futsal any time before the team’s third week’s games. There is an administrative fee of $10.00 each time a change to a roster is submitted.

Winter and Summer Leagues
          
Teams participating in the Winter League may submit different rosters for the Summer League. The first rosters for Summer League play are not considered “a change to a roster”.

          The Front Range Futsal League reserves the right to take any special request or situations to the FRFL Competition Committee for consideration. The Competition Committee consist of two referee representatives, two coaches representing teams, the league registrar, and the league director. All items must be considered by a minimum of five of these individuals and a simple majority rules. All decisions of this committee will be posted to this web site within 72 hours.

Competition Rosters for Non-FRFL Events
          
The League Registrar can prepare a Special Competition Roster if you are playing in a USFF sanctioned event that limits a roster to only twelve players. All twelve players must come from your teams Futsal league roster, or if your team is split into two teams for the Futsal league and registers as two teams on a single application, then the twelve players can come from either and/or both of your team's indoor rosters. The administrative fee for preparing a Special Competition Roster is $10.00 per Special Competition Roster.
